You have to buy it through BSNL under BSNL GSPS connection you will be provided with an INMARSAT IsatPhone2 on payment of Rs.82000 fee for the handset and Rs.16020 fee for the license and spectrum addition to that you have to pay for the Airtime which comes in two forms one is prepaid at Rs.25000 in addition to the above charges and Rs.86000 in postpaid in addition to the above charges, and it?s mandatory to use the service for at least 3 years and you have to pay Rs.40000+ in prepaid or Rs.86000+ in postpaid anyhow every year, the call charges are Rs.35/min for Local STD and SMS, Rs.130/min if called from a location outside the Indian territorial region, and Rs.35/10MB data, the data is in the form of dial-up Internet and at a speed of 48KBps. It is still illegal to use satellite phones in all states of India. You need special permission from the government of India to use it in the country.
